Biography of Stepan Kubiv

Early Life and Education

Stepan Ivanovich Kubiv (born March 19, 1962) is a Ukrainian banker, politician, mathematician, and pedagogue. In 1984, he graduated from the Faculty of Mathematics and Mechanics at Ivan Franko National University of Lviv with a specialization in mathematics and mathematics teaching. He completed a degree in economics and management from the Lviv Polytechnic National University in 2002. Kubiv holds a Ph.D. in economics (2006) and an associate professorship (2007). He has authored approximately 50 publications on economics, marketing, banking, and ecology.

Academic and Political Career

From 1983 to 1984, Kubiv was a laboratory assistant at the Department of Higher Mathematics at Ivan Franko National University of Lviv. From 1984 to 1990, he held various positions within the Lviv Regional Committee of the Communist Youth Union of Ukraine, including secretary of the Komsomol committee, head of the organizational department, and head of the scientific and student youth department. Kubiv also served on the scientific council of Lviv National University and as a member of the Central Committee of the Ukrainian Communist Youth League (UCLU).

Business Ventures

Starting in 1994, Kubiv held positions at AO "ZUKB," rising to the rank of first deputy chairman and acting chairman of the board. From 2000 to 2008, he served as chairman of the board of JSC "Credobank" (formerly known as AO "ZUKB" and JSC "Credit Bank (Ukraine)"). From 2008 onwards, he worked as an associate professor at the Department of Marketing and Logistics at Lviv Polytechnic National University.

Political Activism and Election Campaigns

Kubiv was a founding member of the Front Zmin party and led its Lviv regional organization. In April 2006, he was elected as a deputy to the Lviv Regional Council on the "Our Ukraine" party list. He ran again in 2010, this time on the "Front of Changes" list, and was elected as a deputy to the Lviv Regional Council for the second time.

In October 2010, Kubiv ran for the position of Mayor of Lviv but placed fifth, receiving over 14,000 votes. He was elected as a member of the Verkhovna Rada (Ukrainian Parliament) in December 2012, representing the All-Ukrainian Union "Batkivshchyna." He served as deputy chairman of the parliamentary Committee on Finance and Banking until February 2014.

Head of the National Bank of Ukraine

Kubiv was appointed Governor of the National Bank of Ukraine (NBU) on February 24, 2014. During his tenure, the hryvnia experienced a devaluation from 9 to 12 UAH/USD. He resigned on June 19, 2014, citing a desire to continue his public political activities. Experts attribute his resignation to the collapse of negotiations with the International Monetary Fund.

Return to the Verkhovna Rada and Government Positions

On November 27, 2014, Kubiv was re-elected to the Verkhovna Rada, this time representing the Petro Poroshenko Bloc. He became a member of the Committee on Financial Policy and Banking. On January 15, 2015, he was appointed as the Representative of the President of Ukraine in the Verkhovna Rada.

In April 2016, Prime Minister of Ukraine Arseniy Yatsenyuk was dismissed, and a new government was formed under the leadership of Volodymyr Groysman. Kubiv was appointed as First Vice Prime Minister-Minister of Economic Development and Trade in the new government.

Personal Life and Honors

Kubiv is a member of the Council of the Chamber of Commerce and Industry of Ukraine, the board of the Association of Banks of Lviv Oblast, and the board of the Lviv Oblast Association of Employers. He is also a co-founder of the "King Danylo Art Foundation," one of the organizers of the Rotary Club movement in Ukraine, a former president of the Rotary Club "Lviv," and a co-founder of the "Daniel of Galicia Art Foundation."

Kubiv is married and has a daughter. His motto is "Business must be moral and socially responsible." He enjoys playing football and hiking in the mountains. He has received numerous awards and honors, including the Order of Merit of the Third Degree, the Golden Cross of Merit of the President of the Republic of Poland, and the Order of St. Nicholas the Miracle-Worker from the Ukrainian Orthodox Church of the Kyivan Patriarchate.
